Industrial zone of Almaty – highly profitable project

Industrial zone of Almaty city established in accordance with the Strategic development plan of Kazakhstan till 2020 and the State program on forced industrial-innovative development of Kazakhstan for 2010-2014. The functioning of the industrial zone is defined by the Business code and the Unified business support and development program “business Roadmap 2020”.


The industrial zone was created in order to provide state support to private entrepreneurship and is intended primarily for the development of priority industries in the city of Almaty – mechanical engineering, food, light, pharmaceutical, chemical industries and the production of building materials. At the same time, preference is given to investment projects aimed at relocating industrial enterprises from residential areas of the city, producing technological and innovative products, and replacing imports.

Developed projects

To date, 13 projects have been implemented for a total investment of 63.5 billion tenge, with the creation of 1,998 jobs, taxes paid for 2.6 billion tenge, and 73 hectares have been developed.

Total area

The total area of the industrial Zone of Almaty (hereinafter referred to as IZA) is 490 hectares, of which 326 hectares are allocated for projects (164 hectares for infrastructure). As of today, 229.5 ha (96.5 ha free) has been allocated for the implementation of investment projects.

Residents

IZA residents are 53 companies with projects worth 200 billion tenge, including 18 projects with foreign participation (China, Russia, Japan, Iran, UAE, Germany, South Korea, Turkey) with the creation of 6.5 thousand jobs.


In 2016, the greenhouse complex of brbapk LLP was put into operation. The project cost is 7.8 billion tenge, with the creation of 180 jobs, with a capacity of more than 7 thousand tons of vegetables per year.
In 2017, 2 projects totaling 818 million tenge were implemented with the creation of 102 jobs:
1) paper bag production plant “Almapack” LLP, worth 358 million tenge, with the creation of 32 jobs, with a capacity of 6 thousand units per year;
2) factory for the production of cartridges for office equipment “DOC Co.LTD” LLP, worth 460 million tenge, with the creation of 70 jobs, with a capacity of 200 thousand units per year;
In 2018, 2 projects totaling 16.4 billion tenge were implemented, with the creation of 569 jobs:
1) a plant for the production of engineering security systems of “TOKYO ROPE ALMATY” LLP, worth 3.7 billion tenge, with the creation of 30 jobs, with a capacity of 17-18 thousand tons. per year.
2) a plant for the production of cable products of KMK Investment LLP, worth 12.7 billion tenge, with the creation of 539 jobs, with a capacity of 20 thousand km per year. In addition, the company has started implementing the next stages of development of the project worth 33 billion tenge.
In 2019, 5 projects worth 8.7 billion tenge were launched with the creation of 705 jobs:
1) the plant for the production of Scotch and stretch film “KazTigerTape” LLP, worth 382 million tenge, with the creation of 50 jobs, with a capacity of 1,250 tons per year.
2) a plant for the production of heat and water supply equipment of enko LLP, worth 1.1 billion tenge, with the creation of 80 jobs.
3) plant for the production of polymer products “ASSET” LLP, worth 421 million tenge, with the creation of 50 jobs, with a design capacity of 315 km of polymer pipes.
4) a plant for the production of energy-efficient architectural facades of Technovid LLP worth 3.2 billion tenge with a design capacity of 475 thousand square meters of architectural facades per year with the creation of 275 jobs.
5) plant for the production of meat products and semi-finished products “MPZ Bijan” LLP, worth 4.5 billion tenge with a design capacity of 5,500 tons per year of meat products with the creation of 250 jobs.
In 2020, 3 projects were launched for a total of 28.8 billion tenge, with the creation of 792 jobs:
1) the plant for Metalworking and production of mobile enclosing structures, automatic gates and roller shutters of dorkhan-Almaty LLP worth 417 million tenge, with a design capacity of 12,125 units of products per year with the creation of 42 jobs.
2) a plant for the production of medical devices (IMN) for single use of almerek LLP worth 443.4 million tenge, with a design capacity of 29 billion tenge. medical devices per year, with the creation of 50 jobs.
3) the plant for the production of motor vehicles of “HyundaiTransKazakhstan” LLP worth 28 billion tenge, with a design capacity of 45 thousand units of vehicles per year, with the creation of 350 jobs.
By the end of 2020, it is planned to launch 7 projects (Eyzhastil Pipe Corporation, KAZ-Dia-Test, Vysotnik city, Rakhat SC, city stone, Valterm, KMK investment), totaling 57 billion tenge with the creation of 717 jobs.
In 2021 and subsequent years, it is planned to launch 33 projects worth 88.5 billion tenge with the creation of more than 3.8 thousand jobs, including 18 export-oriented enterprises.

Implementation of a project for the development of industrial parks
The presence of sites with systemically organized engineering communications in the Industrial zone dictates the conditions for placing large-scale projects with serious and confirmed funding. However, The President’s Address focused on the development of not only large, but also small and medium-sized businesses. The development of small and medium-sized businesses in the current conditions is problematic, so the Management company offers to develop and implement the “Prompark” project for enterprises with technologically close production facilities that do not create emissions of harmful substances into the environment.
By the end of 2020, four small industrial parks will be launched on the territory of the industrial zone of Almaty. Currently, developers (“KazStroyTrade” LLP, “D&J “Industries & Logistic” LLP, “AlaEstate” LLP, “ADSIndustries” LLP) are completing design work and plan to start construction and installation work on the sites.
The total area of production facilities will be 36 thousand m2. They will house more than 70 production facilities in the construction, furniture, light and food industries. It is planned to create more than 1,100 new jobs.
The project for the development of small industrial parks is implemented under the program for the development of small and medium-sized businesses “Almaty business-2025”, under which production facilities will be built in the city with investors or owners of production bases.Industrial premises will be provided to SMEs on preferential terms: at a fixed rental rate for a period of 5-7 years, regardless of devaluation risks. The cost of renting a room is 1000-1200 tenge / m2. the cost of buying a room is up to 145,000 tenge/m2. More than 70 companies have already shown interest in participating in a small industrial Park in the industrial zone of Almaty.
To date, four industrial parks (brotmaster LLP, AlaEstate LLP, SamrukGroup LLP and Aspara LLP) are already operating in Almaty. They are engaged in the production of furniture, haberdashery, beverages, coffee roasting, and construction materials. Negotiations are underway with potential participants on the placement of paper production, spoiler products, etc.
Advantages of implementing industrial Park projects: introduction of empty industrial and administrative premises in the city; assistance in creating and developing businesses in areas with low business activity (new jobs, taxes); preferential financing rates of 2-6%.
In the future, enterprises located in the industrial zone should become leaders in their industries and examples of technical modernization of industrial production in the city of Almaty.
